People tell me that I'm so pretty, but I'm so shy in school that most of my classmates think that I'm stuck up. I don't think I'm better than anyone else, I think that everyone is better than me...when I am away from a mirror I still think of myself as that buck toothed chubby faced girl and I cannot get over this when I talk to people. I think I am constantly being judged, and I hate it.

Work on yourself from the inside so you can overcome that image you once you had of yourself based on the outside ;)
Focus on how great a sister or daughter or friend or mother you are. How great and loved you are by your family and pets. What you offer to people is more than visually pleasing but it has depth. You have context, now show them that. :)

Find a way to get more confidence, then just be yourself.

I felt the same way when I was younger, I was always unpopular and always believed I was ugly, despite what everyone outside of school told me. I still saw the chipmunk-cheeked, freckled little girl I was. But then I figured out the secret way of the world: if you believe that you're ugly, that's how people see you. If you believe that you're pretty, it works that way too. The popular girls aren't any better looking, they just think they are. It's all in your carriage and attitude (I guess this is sort of what the folk tale above was about, except in literate English ;-).
The same is also true of how people treat you. If you put yourself in the victim role, you'll always be there, because people (especially evil pre/teenagers) can see it clearly. If you care what people think, they'll be cruel and mocking. If you don't give a shit, they'll seek your friendship. Everyone has insecurities, and they'll be anxious to win your approval. It really does work this way, I speak from very personal experience. Although just because they want to be your friends now doesn't mean you should be -- because now you know just how shallow and mean they are. Find some older smarter friends and get on with your life.
This is the honest truth though, if you really carry it out. Ever since I figured out the truth at 13, everyone wants my company, and they see me as beautiful, intelligent, funny, and charming. I can still sometimes see that little girl in the mirror, but experience has taught me the illusions of reality.
